The Public Health (PH) Manager is responsible for oversite of the regulatory operations of the RCG PH program. They will oversee the development, implementation, and compliance verification of regulatory operations as required by global public health regulatory authorities, including the Center for Disease Control and Prevention (CDC), US Public Health (USPH) Vessel Sanitation Program (VSP), Public Health Canada, European SHIPSAN, RCG internal policies (SQM), etc. They will stay abreast of updates to regulatory requirements and ensure RCG’s policies and procedures reflect the latest standards, as well as ensuring ongoing readiness and compliance, including related training, education and verification programs. The PH Manager will oversee three (3) shoreside PH Inspectors, and will provide initial onboarding, ongoing training and mentoring as such. They will possess excellent leadership skills and judgment, be goal-oriented and data driven, and have a passion for prevention, safety, and compliance.
Essential Duties and Responsibilities:
Leads the RCG PH regulatory program to ensure ongoing regulatory readiness in order to keep our guests and crew healthy and safe. Focuses on key areas to achieve regulatory compliance: Potable and Recreational Water, Food and Beverage, Housekeeping, Integrated Pest Management, Medical, and Child Activity Centers.
Oversees the PH regulatory inspection processes conducted by the CDC, VSP, Public Health Canada, or other regulatory agencies. Governs the analysis of resulting trends, corrective action proposals and solutions based on evidence, data and lessons learned. Serves as key regulatory contact and subject matter expert for internal and external regulatory audits.
Manages the Integrated Pest Management (IPM) and Water Safety plans, including Legionella prevention, for the fleet and private destinations, including annual recertifications and training. Provides IPM and Water Safety support and expertise to shoreside and shipboard leadership, and updates policies based on current regulatory requirements.
Validates the internal PH Inspector assessments of onboard regulatory compliance, including private destinations and shore excursions, through interdepartmental communication and periodic onboard travel. Identifies best practices and standardizes regulatory operations throughout the fleet based on findings. Uses data to compare internal RCG inspection findings to those of external regulatory agencies, to drive a public health focus throughout the fleet.
Develops and revises fleet PH policies and procedures based on the most current regulatory guidelines, evidence and data. Provides support and expertise to shoreside and onboard leadership to meet these standards. Ensures SQM PH policy alignment between all RCG brands.
Develops working relationships with key regulatory agency and trade organization personnel and collaborates on regulatory decisions that drive cruise line industry standards.
Manages standardization and approvals of VSP regulatory variances between vessels and USPH, including resultant filings and interpretations. Ensures that variances are implemented correctly and are readily available for review as per USPH regulation through document review and onboard inspections.
Liaises with operational support teams to ensure corrective actions and execution of evidence-based practices are shared and implemented. Follows up with shipboard leadership to ensure critical findings are corrected in a timely manner. Leverages inspection findings to inform decision making based on data and reports.
Advises RCG New Build on design-related regulatory compliance and serves as subject matter expert for USPH construction inspections.
Performs other duties as required. Some travel required.
Qualifications, Knowledge and Skills:
Bachelors degree required.
Master’s degree preferred.
Minimum ten years’ public health regulatory experience within the cruise line industry
Expert knowledge of shipboard public health regulations from global government agencies, including USPH VSP, CDC, Public Health Canada, EU ShipSan, ANVISA, and other regulatory agencies.
Strong managerial, leadership, organizational, time management and interpersonal skills.
Able to multi-task and remain organized and flexible in a fast-paced environment.
Excellent written and verbal communication skills required, including proficiency in Outlook, Word, Excel and PowerPoint.
Authorized to work in the U.S. Position is based in the Miami corporate offices.
